Sakhalin Energy LLC applies a holistic approach to occupational safety management, which is aimed at minimising and preventing occupational injuries, ensuring compliance with RF legislation and other requirements in the field of occupational safety, the Company's business principles, implementing the decisions of the Company's members, and continuously improving the efficiency of the occupational health and safety management system (OHS MS). Sakhalin Energy regards the management of OHS risks and opportunities as critical to its business success.

Occupational safety and environmental protection are the responsibility and the highest priority in Sakhalin Energy's operations. It is important for the Company to develop and maintain a safety culture and to protect the nature of the island where it operates.

One of the key areas in improving safety culture at Sakhalin Energy LLC is the Goal Zero programme: No harm. No leaks. Best thought-out solutions. Safety at all times, everywhere, and in every way.

The Company efficiently engages with external stakeholders by participating in the drafting of Russian regulations and standards related to the operation of production facilities, sharing best practices, and adopting the experience of others.

Life Saving Rules

Sakhalin Energy strives to achieve Goal Zero – to completely prevent incidents. Occupational safety and health of staff are two of our basic values, inseparable from honesty, integrity, and respect for people. To achieve these goals, it is important to develop a safety culture by changing the way employees think and act.

This is possible and achievable through the Company's ten life-saving rules:
1. Do not report to work under the influence of ALCOHOL or DRUGS.
2. Do NOT SMOKE outside designated smoking areas. Do not carry or use unauthorised IGNITION SOURCES in hazardous areas.
3. Do not walk under a SUSPENDED LOAD.
4. Work with a valid WORK PERMIT when required.
5. Verify ISOLATION before work begins.
6. Obtain authorisation before entering a CONFINED SPACE.
7. Protect yourself against a fall when WORKING AT HEIGHT.
8. Wear your SEATBELT.
9. Follow the prescribed JOURNEY MANAGEMENT PLAN and have a valid DEFENSIVE DRIVING CERTIFICATE.
10. While driving, do not use COMMUNICATION DEVICES and do not exceed the SPEED LIMIT.

Leadership Visits

The programme of leadership visits with the purpose of demonstrating commitment to occupational safety is designed to establish an open dialogue with employees at all stages of improving the safety culture among staff working at the Company’s production facilities. The visits demonstrate the commitment of the Company's leadership to the obligations set out in Sakhalin Energy’s Health and Safety Policy. They also provide an opportunity for the Company's employees and representatives of contractor organisations to share advanced expertise and industry best practices in the field of safe work performance.

Participants in the Programme are all the directors and heads of directorates, as well as the managers who are directly subordinate to them.

Safety Days: Safety Days are an important part of Sakhalin Energy's corporate culture. Company and contractor personnel discuss the importance of safety issues in production processes, the values and vision of the Company in this area, and the development of the safety culture. Also, during the Safety Days, every employee is given the opportunity to demonstrate commitment to the HSE agenda.

Observation and Intervention

Interventions are an important tool for employees to demonstrate their concern for one another and make sure everyone is safe inside and outside of the workplace.

Sakhalin Energy’s Commitment and Policy on Health, Safety, and the Environment stipulates that "each of us has the right and duty to intervene in unsafe acts and conditions, or where activities are inconsistent with policy and commitment." The objectives of the Observation and Intervention Programme include:
implementing a systematic approach to the identification, assessment, and prevention of unsafe practices and conditions in the workplace;
regular observations and interventions by all personnel;
continuous improvement of safety culture and behaviour.

Worksite Hazard Management Committee

Sakhalin Energy and its contractors achieve Goal Zero through effective implementation of occupational health and safety programmes aimed at injury rate reduction. The main task of the committee is to ensure a high level of personnel awareness of the main hazardous production factors and their control measures when production, design, and other activities are carried out by the Company's personnel and contractors.

Assist and Assure Programme

Assist and Assure is a comprehensive programme for the management of workplace hazards. It includes:
- ensuring readiness to start work;
- ensuring the safety of the work process;
- developing the social and psychological skills of onsite managers;
- monitoring compliance with legislation and Company requirements.

Preventing Line-of-Fire Incidents

Line-of-fire hazards are all situations in which the presence of a person in the path of movement of a material object or medium may result in an injury.

Preventing Dropped Objects

A dropped object is any item that falls from its previously occupied position. In the oil and gas industry, dropped objects are among the three most common causes of fatal accidents and serious injuries.

Work Safety at Height

Falling from height is one of the highest risks in the Company. Apart from complying with legal requirements, the Company strives to implement best practices to ensure safe work at height.

Work Safety in Enclosed and Confined Spaces (ECS)

The hazards of working in ECS include lack of oxygen, low light, difficult evacuation, biohazards, and more. Work in ECS is carried out in the Company only with a special certificate (permit to work), and all personnel undergo mandatory training.

Hand Safety

According to oil and gas industry statistics, hand and finger injuries are the most common type of recordable workplace injury. The Company has a number of programmes in place to promote hand safety

Slips, Falls, and Trips Prevention

Falls while walking on one level are one of the most common causes of injury in all industries. The Company implements programmes to reduce injury rates and raise personnel awareness.
